Ness- win 5 standard brawls/have him join you in the SubSpace Emissary.
Luigi- Win 10 standard brawls.

I can't remember all of them, but Captain Falcon, Toon Link, Falco, Jigglypuff etc are all do-able. Just brawl a lot.

Effect: Unlock: National Dex
When: During the Game
How: Beat the Elite Four once and go to the S.S Aqua ship in Olivine City to get the National dex.
